			<content:encoded><![CDATA[<p>Oshkosh Defense Responds to U.S. Army’s Need for Tactical Vehicles; U.S. Army Program Maintains Original FMTV Contract Timeline</p>
<p>OSHKOSH, Wis. (July 8, 2010) — Oshkosh Defense, a division of Oshkosh Corporation (NYSE:OSK), announced today it has received two orders from the U.S. Army TACOM Life Cycle Management Command (LCMC) to supply 950 U.S. Army Family of Medium Tactical Vehicles (FMTV) trucks and trailers. Oshkosh continues to hold fast to the Army’s original FMTV delivery schedule and expects to complete deliveries for these latest awards by December 2011.</p>
<p>“Oshkosh remains on target for FMTV production-unit deliveries starting in October of this year, allowing our men and women in uniform to receive these essential vehicles as quickly as possible,” said Mike Ivy, vice president and general manager of Army Programs for Oshkosh Defense. “From testing and production to training and service, we intend to satisfy every Army requirement related to the FMTV program with high quality Oshkosh products delivered on schedule.”</p>
<p>The two delivery orders, valued at more than $136 million, include nearly 800 trucks and more than 160 trailers, increasing the total number of Oshkosh FMTV truck-and-trailer under order to 6,159. Oshkosh also will supply nearly 40 FMTV add-on armor “B” kits under the orders.</p>
<p>The five-year FMTV contract is for the production of up to 23,000 vehicles and trailers, as well as support services and training through fiscal 2014. The FMTV is a series of 17 models ranging from 2.5-ton to 10-ton payloads. Vehicles feature a parts commonality of more than 80 percent, resulting in streamlined maintenance, training, sustainment and overall cost efficiency for the U.S. Army.</p>

The $4.1 million contract has an option to for a further fifteen hundred which would make the contract value over $9 million.  <strong><a href="http://www.msnbc.msn.com/id/29661926/">MSNBC</strong> has the press release</a> from the company.  BRS has invested recently in staff to help it win such contracts.  A few weeks ago they won one from the Air Force.  This contract will also allow them to increase the staff at their manufacturing plant in North Carolina.  The Army still has the ability to deliver the troops of the 82nd Airborne Division and supporting supplies and equipment by parachute and seems like it will continue to invest in this capability.</p>

			<content:encoded><![CDATA[<p>After successful testing in 2008 the <strong>Defense Security System (DSS)</strong> contracted with <strong>ATS Corporation</strong> for an electronic system of fingerprinting.  <strong>TradingMarkets.com</strong> has the press release here that discusses this $6 million contract for the <strong>Secure Web Fingerprint Transmission (SWFT)</strong> system that is being purchased.  This system images the fingerprints and then directly transmits them to the Office of Personal Management (OPM) as part of the clearance process.   In the past fingerprints were taken with ink on a standard form and then mailed in.  This electronic system should be quicker and more accurate then the previous one.  The SWFT will begin deployment in 2009 under this contract.</p>

<p>The offset policy requiring a 30% investment in Indian companies is considered harsh by many contractors.  Bell Helicopter recently cancelled participation in a contract for new aircraft for that very reason.  One can understand the reason for the offset clauses, but there needs to be a balance struck such that they don&#8217;t drive away competitors.</p>

<p>The US Air Force is obviously interested in developing a system that is light weight and can be launched quickly in case of degradation to the existing satellite communication system.  A variety of new satellites are in development but have been hit with delays forcing older systems to carry the load.  The majority of DoD communications now flow via satellite overseas.</p>

The CLS contract is worth $11 M in the first year.  Kuwait purchased a small number of these advanced aircraft through the US Army.  DynCorp has other contracts with both the US and Kuwait governments to perform this type of work on other aircraft.  Use of CLS, especially for non-combat systems, has been growing in the US and UK as it is considered cheaper as you do not have the associated personnel and training costs of using service personnel.  Of course, CLS in support of FMS systems is also common as it is the simplest way for the nations to get the support they need for advanced weapons.</p>

<p>In the world of government contracting Ms. Walton ran the easiest scam there is.  She through her position made sure that work was given to selected companies by her prime contractor as subs.  These companies then paid her money.  Some times it is just out right bribery, but in this case she had a financial interest in these companies.  Do you think two years probation, a fine and the loss of her career are worth this level of fraud?  I don&#8217;t.</p>

The contract is wroth $65 M over the next few years.  All across the US are many small companies making individual parts and sub-assemblies that are fit together by larger companies to make the actual delivery hardware for the customer. <span id="more-3799"></span> In the old days a company would make all of the parts themselves and then assemble them.  This has fallen by the wayside due to the cost savings of using the sub-contractors.  The major negative of this practice is that if you need to quickly ramp up production it may be difficult as you are dependent on a small company with little or no ability to expand rapidly.  A whole aircraft, ship or vehicle can be delayed due to the lack of few small parts.</p>

Contract management within the Department of Defense is a laborious process requiring a great deal of manpower. The twenty teams were chosen after a review of their concepts for safety and to see if they could be attached to a standard vest.  DoD is trying to develop an alternative to all the AA batteries soldiers are forced to carry to work their advanced electronics.</p>

Boeing had threatened to not compete, feeling the terms where not in their favor and now EADS is upset that the recompete cannot go forward.  Without two competitors it will be hard to have a competition.  Unfortunately unless you want a Russian aircraft proposed their are only two companies capable of bidding &#8211; Boeing and EADS.  McDonnel Douglas, who actually won the last tanker contract with the KC-10, is now part of Boeing.</p>
