DEFENSE LOGISTICS AGENCY

Science Application International Corp., Fairfield, N.J., is being awarded a maximum $50,000,000 indefinite-delivery/indefinite-quantity contract for maintenance, repair and operations of supplies. There are no other locations of performance. Using services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies. The original proposal was Web solicited with six responses. This contract is exercising the fifth option-year period. The date of performance completion is May 30 2011. Northrop Grumman Corp., El Segundo, Calif., is being awarded a maximum $11,220,000 firm-fixed-price, sole-source contract for aircraft rudders in support of the F-18 aircraft. There are no other locations of performance. Using service is Navy. There was one proposal originally solicited with one response. The date of performance completion is July 31, 2013. NAVY
Mandex, Inc.*, Fairfax, Va. (N65236-10-D-6831), and Systems Applications & Solutions, LLC*, Charleston, S.C. (N65236-10-D-6832), are each being awarded a $9,555,712 indefinite-delivery/indefinite-quantity performance-based multiple-award contract for integrated electronic security systems support services. Services that may be ordered under these contracts include the overall sustainment, integration and upgrades of existing systems, including any system that automates what would alternatively require manpower to accomplish; security systems; surveillance systems; automated fuel systems; and similar systems. These contracts include a one-year base period and four one-year option periods making the total potential period of performance five years. The total aggregate value of all task orders awarded over the life of these two contracts combined will be approximately $47,680,000, covering a maximum of approximately 500,000 staff hours over the five-year period of performance. Each contractor will be awarded $12,500 at the time of award. These two contractors may compete for the task orders under the terms and conditions of the awarded contract. Work will be performed in Washington, D.C. (25 percent), Norfolk, Va. (20 percent), and other government installations (55 percent), and is expected to be completed May 2011. If all options are exercised, work could continue until May 2015. Contract funds will not expire at the end of the current fiscal year. Raytheon Co., Tucson, Ariz., is being awarded a modification to previously awarded contract (N00024-07-C-5432) to establish contract line item ceiling worth $36,666,667 (cost-plus-fixed fee) for May 2010 through December 2010 for Evolved Sea Sparrow missile production support and technical engineering. Work will be performed in Tucson, Ariz. (45 percent); Camden, Ark. (2 percent); Andover, Mass. (10 percent); Australia (11 percent); Canada (7 percent); Denmark (1 percent); Greece (1 percent); Germany (8 percent); The Netherlands (6 percent); Norway (5 percent); Spain (3 percent); and Turkey (1 percent. L-3 Communications Vertex Aerospace, LLC, Madison, Miss., is being awarded an $18,074,568 modification to a previously awarded indefinite-delivery requirements contract (N00019-04-D-0131) to provide for additional logistics services and materials for organizational, intermediate and depot-level maintenance of 13 T39N and 6 T-39G aircraft located at the Naval Air Station (NAS), Pensacola, Fla. In addition, this modification provides for aircraft intermediate maintenance services in support of Chief of Naval Air Training aircraft and transient aircraft at NAS Pensacola, Fla., and NAS Corpus Christi, Texas. The estimated level of effort for this modification is 72,657 man-hours. Work will be performed in Pensacola, Fla. (75 percent), and Corpus Christi, Texas (25 percent), and is expected to be completed in September 2010. Contract funds will not expire at the end of the current fiscal year. Hourigan Construction Corp., Virginia Beach, Va., is being awarded a $10,898,000 firm-fixed-price contract for developing design documents and construction to repair airfield pavements to runway 5L/23R at Naval Air Station Oceana. Work will be performed in Virginia Beach, Va., and is expected to be completed by August 2013. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online Web site, with three proposals received. Northrop Grumman Systems Corp., Rolling Meadows, Ill., is being awarded a $7,196,706 delivery order against a previously issued basic ordering agreement (N00019-08-G-0012) for non-recurring engineering associated with the upgrade of the fiscal 2010 AN/AAQ-24(V)25 missile warning sensors and processor software, including the production, test and delivery of additional features. Work will be performed in Rolling Meadows, Ill, and is expected to be completed in May 2011. Contract funds will not expire at the end of the current fiscal year. EDO Communications and Countermeasures Systems, Thousand Oaks, Calif., is being awarded a $6,871,194 cost-plus-fixed fee contract under basic ordering agreement N00164-10-G-WQ22 for depot repair support for the Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW) vehicle receiver jammer systems that are fielded in theater. The CREW vehicle receiver jammer systems are used to counter the continuous and evolving improvised explosive device threat as it becomes known in theater. Work will be performed in Thousand Oaks, Calif., and is expected to be completed in September 2014. Initial funding in the amount of $250,000 will expire at the end of the current fiscal year. The Naval Surface Warfare Center, Crane Division, Crane, Ind., is the contracting activity.

Clayton International, Inc.*, Peachtree City, Ga., is being awarded a $6,332,010 modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-10-D-0013) to perform inspections, repairs and related services in support of H-3 helicopters for the governments of Egypt, Peru and Argentina. Work will be performed in Peachtree City, Ga., and is expected to be completed in December 2011. Contract funds will not expire at the end of the current fiscal year. This contract combines purchases for the governments of Egypt ($2,849,405; 45 percent), Peru ($2,216,203; 35 percent), and Argentina ($1,266,402; 20 percent) under the Foreign Military Sales program. AIR FORCE
ITT Corp., Systems Division, Patrick Air Force Base, Fla., was awarded a $7,642,042 contract which will provide integration services to support the launch and range systems wing spacelift range systems contract to install additional hardware to an existing string of telemetry equipment at the Oak Mountain B Site at the Western Range in Vandenberg, Calif. Accenture National Security Services, Reston, Va. (N00189-10-D-Z026); Booz Allen Hamilton, McLean, Va. (N00189-10-D-Z027); and KPMG, Washington, D.C. (N00189-10-D-Z028), are each being awarded cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity multiple-award contract to provide accounting and financial management service to support the Navy Office of Financial Operations for the implementation of the Department of the Navy's financial improvement program. This contract includes a base ordering period with four one-year option periods. Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded a $55,151,902 modification to a previously awarded cost-plus-fixed-fee contract (N00019-08-C-0025) for non-recurring efforts associated with Increment III of the CV-22 aircraft Block 20 upgrade program. Efforts to be provided include concept definition, non-recurring engineering, drawings, and installation/integration of brake performance enhancements and the helmet mounted display upgrade. Northrop Grumman Systems, Inc., Garden City, N.Y., is being awarded a $41,454,003 modification to previously awarded contract (N00024-10-C-5343) for the delivery of AN/SPQ-9B radar sets and combat interface kits for use on U. S. Navy ships. The AN/SPQ-9B radar system provides the capability to detect and track low-flying, high-speed, small radar cross section anti-ship missile targets in heavy clutter environments. Computer Sciences Corp., Falls Church, Va., is being awarded a $31,547,535 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for information technology support services to sustain the Naval Education Technology and Professional Development Training Command, Pensacola, Fla.; Naval Education and Training Command; and Manpower, Personnel, Training and Education Command. This contract includes four option terms which, if exercised, bring the total estimated value of the contract to $220,842,902. Work will be performed in Pensacola, Fla. BAE Systems Land & Armaments, LP, Ground Systems Division, York, Pa., is being awarded a $20,654,852 firm-fixed-priced modification to previously awarded delivery order #0011 under previously awarded contract (M67854-07-D-5025) for integrated logistics support (ILS) and sustainment. The ILS sustainment will consist of spare parts for U.S. Special Operations Command variant vehicles. Work will be performed in York, Pa., and is expected to be completed by January 2011. Hourigan Construction Corp., Virginia Beach, Va., is being awarded $15,218,200 for firm-fixed price task order #0003 under a previously awarded multiple award construction contract (N40085-07-D-7022) for the design and construction of a C-40 aircraft maintenance hangar at Naval Air Station Oceana. The work to be performed provides for the design and construction of a new aircraft hangar and associated support infrastructure, and will also include the demolition of two existing buildings. The task order also contains two unexercised options which, if exercised, would increase the cumulative task order value to $15,418,400. Work will be performed in Virginia Beach, Va., and is expected to be completed by March 2012. Contract funds will not expire at the end of the current fiscal year. Stanford University, Palo Alto, Calif., is being awarded a $14,893,509 cost-type contract under a Defense Advanced Research Projects Agency Broad Agency Announcement No. BAA-09-27 to provide research and development for "Brain Reorganization and Plasticity to Accelerate Injury: Multi-scale and Multi-modal Models Enabled by Next Generation Neurotechnolgoy." This two-year contract includes a two-year option period which, if exercised, would bring the potential value of this contract to $28,806,629. Work will be performed at Stanford University (34 percent) with subcontractor support at Brown University, Providence, Rhode Island (44 percent), the University of California, San Francisco, Calif. (15 percent), and the University College of London in the United Kingdom (7 percent). Work is expected to be completed March 30, 2012. Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a $12,600,563 firm-fixed-price delivery order against a previously issued basic ordering agreement (N00019-08-G-0010) to complete active vibration control and downed aviator locator system retrofit upgrades to the MH-60S helicopter. Work will be performed in Stratford, Conn. (60 percent); Norfolk, Va. (30 percent); and San Diego (10 percent), and is expected to be completed in February 2014. NAVY

Northrop Grumman Shipbuilding, Inc., Newport News, Va., is being awarded an $80,886,408 cost-plus-fixed-fee, level-of-effort contract for fiscal 2010 advance planning to prepare and make ready for the refueling complex overhaul of the USS Abraham Lincoln (CVN 72) and its reactor plants. This effort will provide for all advanced planning, ship checks, design, documentation, engineering, procurement, fabrication, and preliminary shipyard or support facility work. The contract includes options which, if exercised, would bring the cumulative value of this contract to $678,568,820. BAE Systems Land & Armaments, LP, Santa Clara, Calif., is being awarded $74,090,258 for firm-fixed-priced delivery order #0006 under previously awarded contract (M67854-07-D-5026) for the purchase of Marine Corps transparent armor gun system kits, battery powered motorized traversing unit - manual traversing unit kits, and turret assemblies. Work will be performed in Santa Clara, Calif., and is expected to be completed by September 2010. Contract funds in the amount of $4,740,748 will expire at the end of the current fiscal year. Lockheed Martin Corp., Maritime Systems and Sensors, Manassas, Va., is being awarded a $26,604,000 modification to previously awarded contract (N00024-04-C-6207) to exercise a cost-plus-incentive fee/award-fee option for engineering and technical services for the acoustic system improvement and integration in support of the commercial-off-the-shelf Acoustic Rapid Insertion System (A-RCI) program. Work will be performed in Manassas, Va., and is expected to be completed by June 2010. Contract funds in the amount of $1,759,160 will expire at the end of the current fiscal year. DCS Corp.*, Alexandria, Va., is being awarded an $11,499,976 modification to a previously awarded cost-plus-award-fee, indefinite-delivery/indefinite-quantity contract (N68936-05-D-0002) to provide weapons and systems integration support services to the Naval Air Warfare Center Weapons Division's integrated product teams and weapons support facilities, and their associated weapons. The estimated level of effort for this modification is 176,017 man-hours. Work will be performed in China Lake, Calif. (90 percent), and Pt. Mugu, Calif. Oasys Technology, LLC*, Manchester, N.H., is being awarded a $10,726,660 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for hand-held thermal binoculars. The thermal binoculars are used for detection, targeting, and surveillance in low visibility environments. Multiple lenses are available for use to modify the field of view for broader or more focused detection as required. The thermal binocular systems will allow the operators to fulfill their mission more quickly, efficiently, and safely. The thermal binoculars are thermal imaging devices that can be used as either a hand-held detector or a mounted detector. Work will be performed in Manchester, N.H., and is expected to be completed by March 2015. Contract funds will not expire at the end of the current fiscal year. Atlantic Diving Supply, Inc., Virginia Beach, Va., was awarded on March 12, 2010, a $45,576,936 firm-fixed-price contract for the delivery order to purchase Generation III extreme cold weather clothing system kits. Work is to be performed in Newark, N.J. (24 percent); Mayagüez, Puerto Rico (24 percent); Lansing, Mich. (18 percent); Fall River, Mass. (10 percent); Tullahoma, Tenn. MISSILE DEFENSE AGENCY

Raytheon Co., Integrated Defense Systems of Woburn, Mass., is being awarded a sole-source modification for $17,421,524 under contract HQ0006-03-C-0047. The modification includes both fixed-price and cost-plus-award-fee line items. Under this contract modification, Raytheon will continue concurrent test, training, and operations support unit integration (Phase II) for AN/TYP-2 X-Band radar. The work will be performed in Woburn, Mass. The performance period is through November 2010. Fiscal year 2010 research, development, test and evaluation funds will be utilized for this effort. Pratt & Whitney Rocketdyne, Inc., of Canoga Park, Calif., is being awarded a cost-plus-fixed-fee change order modification for $14,222,473 under its contract, HQ0006-08-C-0044. Under this contract modification, Pratt & Whitney Rocketdyne will complete risk reduction efforts to demonstrate the technology and improve the technology and manufacturing readiness of the components needed in a high performance interceptor liquid fuel upper stage system. The work will be performed in Canoga Park, Calif. This performance period ends in March 2011. The amount obligated on this action is $12,300,000 using fiscal year 2009 research, development, test and evaluation funds. The Missile Defense Agency is the contracting activity.

AIR FORCE

United Launch Services, Littleton, Colo., was awarded a $15,065,010 contract which will provide for the acquisition of launch vehicle propellants and gaseous commodities for Air Force space missions. Aleut Facilities Support Services, LLC, Aurora, Colo., was awarded a $6,876,579 contract which will exercise the fourth option year, to provide non-personal services for customer support; infrastructure and facility maintenance; physical plant operation; and environmental and property management for Cheyenne Mountain Air Force Station, Colorado.
