NAVY

(N62473-10-D-5413), are each being awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity multiple-award construction contract for commercial and institutional building construction at various locations predominantly within the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR). The maximum dollar value, including the base period and four option years, for all nine contracts combined is $900,000,000. Hensel Phelps Construction Co. is being awarded task order 0001 at $5,775,000 for the design and construction of an industrial machine shop facility at the Marine Corps Logistics Base, Barstow, Calif. Work for this task order is expected to be completed by December 2010. All work will be performed at various federal sites within the NAVFAC Southwest AOR including, but not limited to, Southern California (94 percent), Arizona (5 percent), and New Mexico (1 percent). The term of the contracts is not to exceed 60 months, with an expected completion date of March 2015. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online Web site, with 54 proposals received. These nine contractors may compete for task orders under the terms and conditions of the awarded contracts. Lockheed Martin Corp., Simulation, Training and Support, Orlando, Fla., is being awarded an $83,305,442 cost-plus-incentive-fee contract to design, develop, fabricate, integrate, and test the electronic Consolidated Automated Support System. In addition, this provides for the procurement of 14 engineering development models during the system design and development phase of the contract. Work will be performed in Orlando, Fla. (61 percent); Hunt Valley, Md. (26 percent); North Reading, Mass.(12 percent); and Reston, Va. (1 percent), and is expected to be completed in March 2015. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via an electronic request for proposals; three offers were received. AECOM Technical Services, Inc., Raleigh, N.C., is being awarded a maximum $30,000,000 indefinite-delivery/indefinite-quantity architect-engineering contract for utilities design and engineering services for projects located at Marine Corps installations at Marine Corps Base Camp Lejeune and Marine Corps Air Station Cherry Point. Work performed includes utility infrastructure design projects; providing/replacing/upgrading sanitary collection and treatment systems; potable water supply, treatment, and distribution systems; stormwater collection and conveyance systems; installation of security fencing and entry control facilities; installation/repair of shoreline erosion control measures; design of new and resurfacing of existing airfields, roads, and parking lots; performing property and topographic surveys; and facility site work to include demolition, underground storage tank removal, layout, and site preparation. Work will be performed in Jacksonville, N.C. (75 percent), and Havelock, N.C. (25 percent), and is expected to be completed by March 2015. Mikros Systems Corp.*, Fort Washington, Pa.,is being awarded a maximum amount $25,959,991 indefinite-delivery/indefinite-quantity contract for the procurement of adaptive diagnostic electronic portable test sets that will be used by technicians to maintain, calibrate and diagnose problems with complex electronic radar systems. Work will be performed in Fort Washington, Pa. (90 percent), and various other locations (10 percent), and is expected be completed by September 2015. Raytheon Network Centric Systems, St. Petersburg, Fla., is being awarded a $13,680,670 modification to previously awarded contract (N00024-08-C-5202) for the design agent and engineering services for the cooperative engagement capability (CEC) system. This contract combines purchases for the Navy (97 percent) and the government of the United Kingdom (3 percent) under the Foreign Military Sales program. Work will be performed in Largo, Fla. (80 percent); St. Petersburg, Fla. (19 percent); and Dallas, Texas (1 percent), and is expected to be completed by September 2011. Ocean Systems Engineering Corp., Oceanside, Calif., is being awarded $9,034,935 for task order # 0068 under previously awarded firm-fixed-price contract (M67854-02-A-9020). The scope of this effort is to provide on-going engineering, technical, acquisition, administrative, and management support to the Marine Air-Ground Task Force (MAGTF) Command and Control Systems Program Management Office; and a liaison representative on-site at Communications-Electronics Command, Program Executive Office for Command, Control and Communications Tactical, Project Manager Battle Command. This statement of work includes Combat Operations Center; MAGTF command and control combat operations center capability blocks 2010 and 2012; joint tactical common operational picture workstation; target location designation handoff system; advanced field artillery tactical data system; blue force situational awareness family of systems; joint interface control officer support system; and potential technology insertion opportunities under the science and technology transition office. The programs require support through all phases of the acquisition cycle. Work will be performed in Quantico, Va., and is expected to be completed in March 2011. Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $7,873,660 modification to a previously awarded cost-plus-award-fee contract (N00019-02-C-3002) for the development, fabrication, and qualification of a polymer matrix composite drag brace for use on the main landing gear on the F-35 joint strike fighter aircraft. Work will be performed in Helmond, the Netherlands (67 percent), and Ft. Worth, Texas (33 percent), and is expected to be completed in October 2014. P&S Construction, Inc.*, Lowell, Mass., is being awarded a $6,257,000 firm-fixed-price contract for main gate security improvements at Naval Weapons Station Earle. Work includes gate access realignment; reinforced fencing; new security fencing surrounding the guardhouse area; new hardened guard house; base-wide alarm duress system; site lighting; permanent vehicle inspection shelter with closed circuit television; undercarriage video surveillance equipment; permanent passive security barriers; two active pop-up vehicle barriers; new connector road to explosive ordnance disposal; demolition of existing pass and identification office; construction of new pass and identification office within a new inspection facility; and 54 parking spaces. The contract also contains one unexercised option which, if exercised, would increase cumulative contract value to $6,276,950. Boeing Co., Long Beach, Calif., was awarded a $272,581,553 contract which will exercise FY10 third quarter option contract line items for the C17 Globemaster III sustainment partnership contract. DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Kentucky Bioprocessing, LLC, is being awarded a $17,900,500 other transaction/technology investment agreement for developing a proof-of-concept platform capable of yielding a purified vaccine candidate using a whole plant-based process. Work will be performed in Owensboro, Ky., and is expected to be completed in March 2011. Funds will not expire at the end of the current fiscal year. SYRACUSE, N.Y., -- The U.S. Navy awarded Lockheed Martin (NYSE: LMT) a sole source indefinite-delivery-indefinite-quantity contract for Symphony Radio Controlled Improvised Explosive Device (RC-IED) Defeat jammer systems. With an initial task order valued at $40.8 million, the contract runs through September 2014 and has a ceiling value of $940 million.


The Symphony systems are U.S. Government-approved for sale through the Foreign Military Sales program to allied, coalition and partner nations for operations in Iraq, Afghanistan and other nations.


"Symphony is mounted on convoy vehicles and has been proven in combat against Radio-Controlled IEDs," said Carl Bannar, vice president and general manager of Lockheed Martin's Radar Systems business. "The system was engineered and built to provide continuous electronic force protection against RC-IEDs in the most rugged, tactical and extreme environments."


Symphony is programmable and designed for easy installation, operation and maintenance on a diverse set of platforms used by security forces worldwide. It is compatible and interoperable with other communications systems and jamming devices.


Lockheed Martin performs Symphony system production, vehicle system integration, depot and logistic support and engineering work at facilities in Florida and Virginia, as well as in theater. Lockheed Martin has produced Symphony since 2006, has delivered more than 1,000 systems and, prior to the latest contract, had received orders totaling $126 million.

FAIRFAX, Va., -- General Dynamics Advanced Information Systems has been awarded one of the National Communications System's (NCS) National Security and Emergency Preparedness Scientific, Engineering and Technical Assistance contracts by the U.S. Department of Homeland Security. This five-year, multiple-award, indefinite delivery/indefinite quantity contract has a combined ceiling value of $388.9 million to be competed among all four awardees through the term of the contract. General Dynamics Advanced Information Systems is a business unit of General Dynamics (NYSE: GD).

General Dynamics will provide support to NCS national security/emergency preparedness (NS/EP) programs, including networking, emergency communications, national policy, operations, restoration protocols, industry and government guidelines, and pursuing new technical initiatives.

Company to Help Engineer, Integrate and Test C4I Technology Solutions

MCLEAN, Va., March 10 /PRNewswire-FirstCall/ — Science Applications International Corporation (SAIC) (NYSE:SAI) today announced it has been awarded a prime contract by the U.S. Navy’s Program Executive Office (PEO) of Command, Control, Communications, Computers and Intelligence (C4I) to develop Department of Defense command and control (C2) software, as well as modification and enhancement of existing C2 systems. The multiple award, indefinite-delivery/indefinite-quantity contract, has a three-year base period of performance, two one-year options and a ceiling value of more than $625 million for SAIC. Work will be performed primarily at PEO C4I’s headquarters in San Diego, Calif.

PEO C4I provides integrated communication and information technology systems, delivering end-to-end connectivity and enabling decision superiority to ensure mission success of U.S. naval forces. It acquires, fields, and supports C4I systems that extend across Navy, joint, and coalition platforms. This includes managing acquisition programs and projects that cover all C4I disciplines: applications, networks, communications, intelligence and surveillance, and reconnaissance systems for afloat platforms and shore commands. Under the contract, SAIC will provide support in areas including software engineering, design, development, integration and modification, as well as test and evaluation. SAN DIEGO -- The U.S. Navy has selected Northrop Grumman Corporation (NYSE:NOC) for the development phase of the U.S. Navy's Consolidated Afloat Networks and Enterprise Services (CANES) program. CANES will streamline and update shipboard network systems to
improve interoperability and affordability across the fleet.

A team led by Northrop Grumman received a $17.4 million indefinite-delivery/indefinite-quantity, cost-plus-incentive-fee,
cost-plus-fixed-fee and firm-fixed-price contract, one of two CANES Common Computing Environment system development contracts awarded by the Program Executive Office C4I, Tactical Networks Program Manager (PMW-160) in San Diego on March 4. Work under the contract is expected to be complete in April 2011.

If all options are exercised, the contract will include system production through September 2014 and be valued at $775 million.

IBM Global Business Services, Bethesda, Md., is Northrop Grumman's major technology and services partner on CANES.

The CANES program is an investment in a modernized command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) architecture that will increase security while significantly reducing development, deployment and lifecycle costs.

SAN DIEGO – Northrop Grumman Corporation (NYSE:NOC) has received an indefinite-delivery/indefinite-quantity (ID/IQ) award from the U.S. Navy to provide command and control (C2) software development as well as modification and enhancement of existing C2 and tactical data link systems.

Northrop Grumman is one of five companies that received awards under the ID/IQ contract from the Space and Naval Warfare System
Command, San Diego, for the Navy's Program Executive Office for Command, Control, Communication, Computers and Intelligence systems,
PMW150. The companies will compete for task orders with a potential value of more than $600 million collectively over a three-year base
period and two one-year award terms, making the potential period of performance five years.

"Northrop Grumman remains fully committed to the Navy's mission for future open architecture solutions based on guidance from Modular Open Systems Approach (MOSA) and Net-centric Enterprise Solutions for Interoperability (NESI)," said Mike Twyman, vice president of Integrated Command, Control, Communications and Intelligence Systems for Northrop Grumman's Information Systems sector. FAIRFAX, Va., -- General Dynamics Information Technology, a business unit of General Dynamics (NYSE: GD), has been awarded a contract for Constructive Training Systems support by the U.S. Army's Program Executive Office for Simulation, Training and Instrumentation (PEO STRI). The total potential value of this single-award, five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract is $387 million if all options are exercised. The initial award value is $56 million for the base year.

Under the contract, General Dynamics will provide technical, management and professional engineering support services for the procurement and fielding of Constructive Training Systems (CTS). Services to be performed consist of engineering, integration, exercise and experimentation support, gaming, materiel purchases, maintenance, supply support and post-fielding support to PEO STRI and the Project Manager for Constructive Simulations (PM ConSim). The work will be managed in the Orlando, Fla., area.

"This award continues General Dynamics' long-standing relationship with PEO STRI, enabling the PM ConSim to execute its mission of acquiring, fielding and sustaining the constructive simulations used to support the Army's command and staff training requirements," said Zannie Smith, senior vice president of General Dynamics Information Technology's Army Solutions Division. INDIANAPOLIS, -- Raytheon Company (NYSE: RTN) has received a $37.9 million delivery order from the U.S. Air Force to modify weapons data link equipment used in pilot training for F-15 fighter aircraft.

This is the second delivery order under a 2007 indefinite-delivery, indefinite-quantity (IDIQ) contract awarded to Raytheon Technical Services Company LLC (RTSC) for the Air Force Training Frequency Relocation (TFR) program. TFR is the Air Force's initiative to modify GBU-15/AGM-130 weapons data link equipment to comply with federal reallocation of radio frequencies from governmental to commercial use. The first delivery order, issued concurrently with the 2007 IDIQ contract award, was valued at $31.8 million and covered nonrecurring engineering work on the program.

REDONDO BEACH, Calif. – The Maritime Laser Demonstration (MLD) system being developed by Northrop Grumman Corporation (NYSE:NOC) has passed two milestone reviews by the Office of Naval Research, which point to the real potential of the MLD weapon system design.

Representatives from the U.S. Navy, U.S. Army and the High
Energy Laser Joint Technology Office conducted a critical design review
and critical safety review of the MLD at the Dahlgren Naval Surface
Warfare Center in Dahlgren, Va.

"These reviews indicate that our MLD design should meet the
Navy's objectives in future demonstrations," said Steve Hixson, vice
president of Advanced Concepts – Space and Directed Energy Systems for
Northrop Grumman's Aerospace Systems sector. "Next we will finalize
detailed test plans and move into land-based, live fire tests."

Northrop Grumman will conduct an at-sea demonstration of this
revolutionary capability, according to Dan Wildt, vice president,
Directed Energy Systems. "We will prove that the pinpoint accuracy and
response capability of our MLD system can protect Navy ships and
personnel by keeping threats at a safe distance. We will accomplish
this while leveraging technologies with proven scalability that may
ultimately enable addressing additional threats of interest to the
Navy."

The company received a contract from the Office of Naval
Research in July 2009 to demonstrate an innovative laser weapon system
by the end of 2010 suitable for operating in a marine environment and
able to defeat small boat threats, and ultimately could be applicable
to other self-defense missions. The indefinite-delivery/indefinite-quantity MLD contract has a ceiling value of up to $98 million and an expected overall completion date of June 2014.

Company to Provide Systems and Computer Resources Support to Software Engineering Directorate

MCLEAN, Va. and SAN DIEGO, Nov. 18 /PRNewswire-FirstCall/ — Science Applications International Corporation (SAIC) (NYSE:SAI) today announced it has been awarded a follow on task order from the U.S. Army Aviation and Missile Command (AMCOM) to provide professional and engineering support services to the Army Aviation & Missile Research, Development & Engineering Center (AMRDEC) Software Engineering Directorate (SED). The single award, indefinite-delivery/indefinite-quantity task order has a five-year period of performance and a ceiling value of $848 million. Work will be performed as required at Redstone Arsenal in Huntsville, Ala. The Systems and Computer Resources Support (SCRS) task order was awarded under the AMCOM Expedited Professional & Engineering Support Services (EXPRESS) contract.

The AMRDEC SED supports the acquisition, research, development, and sustainment of some of the Nation’s most sophisticated weapon systems. It maintains expertise in the Army’s prevailing policies and practices on software reuse, metrics, post deployment support, process improvement, computer resource margins analysis, and risk management. Under the task order, SAIC will lead a team of 238 subcontractors and provide life cycle systems and software engineering support as required to help the Army integrate technology and equipment needed for continued mission success.

AGILITY WINS USAID FOOD ASSISTANCE CONTRACT

STRATFORD, Conn., Oct. 22, 2009 – Agility Defense & Government Services (DGS), a leading provider of logistics and supply chain services, won a contract to manage the receipt, warehousing and re-export of food aid and commodities for the U.S. Agency for International Development (USAID).

The contract is an Indefinite Delivery, Indefinite Quantity award with a one-year base and four one-year options. The potential value of the contract is $10 million a year, or $50 million over five years.

Under the first task order, valued at $4 million, Agility DGS will receive and store food aid at Jacintoport in Houston in preparation for shipment to Djibouti Free Zone in Djibouti, Africa. Agility DGS will be responsible for receipt, warehousing and movement at both locations.

In addition, Agility DGS can be called on to provide regionally based pre-position warehousing in Durban, South Africa; Lome, Togo; Mombasa, Kenya; and Colombo, Sri Lanka.

GATR Technologies Sells Innovative Satellite Antenna To U.S. Military

The Alabama company GATR Technologies was awarded a contract by the U.S. Navy to provide inflatable satellite communication terminals. The contract is an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract which means that under it the Navy may buy as many as they want but doesn’t necessarily have to buy any. The one year contract could be worth up to $26 million to the company.

GATR Technologies makes a rather innovative system where the antenna and terminal are part of a big inflatable ball. This means that it is easy to transport and may be set up in rough terrain or remote locations just be inflating it. It weights very little and is quite portable. The system require two cases as well as requiring an external power source. This concept just demonstrates the ingenuity that is out there when it comes to making systems more effective.

Goodrich Corporation, Engineered Polymer Products Division, Jacksonville, Fla., is being awarded a ceiling amount $32,880,000 indefinite-delivery/indefinite-quantity, firm-fixed-price contract for Sonar Composite Domes and Sonar Dome Rubber Windows. Sonar Composite Domes (SCD) and Sonar Dome Rubber Windows (SDRW) requirements will provide the U.S. Navy with replacement spares.
