Cardinal Health, Inc., Dublin, Ohio, is being awarded a maximum $206,434,187 requirements-type, prime vendor contract for distribution of pharmaceutical items. Northrop Grumman Shipbuilding, Inc., Newport News, Va., is being awarded an $80,886,408 cost-plus-fixed-fee, level-of-effort contract for fiscal 2010 advance planning to prepare and make ready for the refueling complex overhaul of the USS Abraham Lincoln (CVN 72) and its reactor plants. This effort will provide for all advanced planning, ship checks, design, documentation, engineering, procurement, fabrication, and preliminary shipyard or support facility work. The contract includes options which, if exercised, would bring the cumulative value of this contract to $678,568,820. Work will be performed in Newport News, Va., and is expected to be complete by February 2011. Contract funds will not expire at the end of the current fiscal year. BAE Systems Land & Armaments, LP, Santa Clara, Calif., is being awarded $74,090,258 for firm-fixed-priced delivery order #0006 under previously awarded contract (M67854-07-D-5026) for the purchase of Marine Corps transparent armor gun system kits, battery powered motorized traversing unit - manual traversing unit kits, and turret assemblies. Work will be performed in Santa Clara, Calif., and is expected to be completed by September 2010. Contract funds in the amount of $4,740,748 will expire at the end of the current fiscal year. Lockheed Martin Corp., Maritime Systems and Sensors, Manassas, Va., is being awarded a $26,604,000 modification to previously awarded contract (N00024-04-C-6207) to exercise a cost-plus-incentive fee/award-fee option for engineering and technical services for the acoustic system improvement and integration in support of the commercial-off-the-shelf Acoustic Rapid Insertion System (A-RCI) program. Work will be performed in Manassas, Va., and is expected to be completed by June 2010. Contract funds in the amount of $1,759,160 will expire at the end of the current fiscal year. DCS Corp.*, Alexandria, Va., is being awarded an $11,499,976 modification to a previously awarded cost-plus-award-fee, indefinite-delivery/indefinite-quantity contract (N68936-05-D-0002) to provide weapons and systems integration support services to the Naval Air Warfare Center Weapons Division's integrated product teams and weapons support facilities, and their associated weapons. The estimated level of effort for this modification is 176,017 man-hours. Work will be performed in China Lake, Calif. (90 percent), and Pt. Mugu, Calif. Oasys Technology, LLC*, Manchester, N.H., is being awarded a $10,726,660 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for hand-held thermal binoculars. The thermal binoculars are used for detection, targeting, and surveillance in low visibility environments. Multiple lenses are available for use to modify the field of view for broader or more focused detection as required. The thermal binocular systems will allow the operators to fulfill their mission more quickly, efficiently, and safely. The thermal binoculars are thermal imaging devices that can be used as either a hand-held detector or a mounted detector. Work will be performed in Manchester, N.H., and is expected to be completed by March 2015. Contract funds will not expire at the end of the current fiscal year. Laser Devices, Inc., Monterey, Calif., was awarded on Mar. 10, 2010 a $6,940,000 firm-fixed-price contract for a sustainment order 10,000 PEQ-15A multi-functional aiming lights for the U.S. project manager soldier sensors and lasers. MISSILE DEFENSE AGENCY

Raytheon Co., Integrated Defense Systems of Woburn, Mass., is being awarded a sole-source modification for $17,421,524 under contract HQ0006-03-C-0047. The modification includes both fixed-price and cost-plus-award-fee line items. Under this contract modification, Raytheon will continue concurrent test, training, and operations support unit integration (Phase II) for AN/TYP-2 X-Band radar. The work will be performed in Woburn, Mass. The performance period is through November 2010. Fiscal year 2010 research, development, test and evaluation funds will be utilized for this effort. The Missile Defense Agency is the contracting activity (HQ0006).

Pratt & Whitney Rocketdyne, Inc., of Canoga Park, Calif., is being awarded a cost-plus-fixed-fee change order modification for $14,222,473 under its contract, HQ0006-08-C-0044. Under this contract modification, Pratt & Whitney Rocketdyne will complete risk reduction efforts to demonstrate the technology and improve the technology and manufacturing readiness of the components needed in a high performance interceptor liquid fuel upper stage system. The work will be performed in Canoga Park, Calif. This performance period ends in March 2011. The amount obligated on this action is $12,300,000 using fiscal year 2009 research, development, test and evaluation funds. The Missile Defense Agency is the contracting activity.

AIR FORCE

United Launch Services, Littleton, Colo., was awarded a $15,065,010 contract which will provide for the acquisition of launch vehicle propellants and gaseous commodities for Air Force space missions. Aleut Facilities Support Services, LLC, Aurora, Colo., was awarded a $6,876,579 contract which will exercise the fourth option year, to provide non-personal services for customer support; infrastructure and facility maintenance; physical plant operation; and environmental and property management for Cheyenne Mountain Air Force Station, Colorado. Insight Technology, Inc., Londonderry, N.H., is being awarded a $34,080,706 firm-fixed-price contract for the Fusion Goggle System Version 4 (FGS V4). U.S. Special Operations Command requires the FGS V4 for special operations force elements currently engaged in the overseas contingency operations. The application for this item is combined thermal imaging and image intensification which provides increased situational awareness. The TB-29A TLTA is a passive underwater acoustic sensor utilizing a thin line towed body. Work will be performed in Syracuse, N.Y. (62 percent); Salt Lake City, Utah (15 percent); Millersville, Md. Bell Helicopter Textron, Inc., Fort Worth, Texas, is being awarded a $12,303,065 firm-fixed-price, cost-plus fixed-fee delivery order against a previously issued basic ordering agreement (N00019-06-G-0001) to provide systems engineering and program management services in support of the H-1 upgrade production program. Work will be performed in Hurst, Texas (70 percent), Amarillo, Texas (15 percent), and New Bern, N.C. (6 percent). Work is expected to be completed in December 2010. SmithGroup, Inc., Phoenix, Ariz., is being awarded a $6,046,433 modification to increase the maximum dollar value under a firm-fixed-price architect-engineer contract (N62742-10-C-0001) for design and engineering services for the Joint POW/MIA Accounting Command at Hickam Air Force Base. The work to be performed provides for design and engineering services, environmental field investigation, soil investigation, and topographic survey to develop design-bid-build documents for construction of a multi-story facility which includes a central identification laboratory, administrative office spaces, and a warehouse. U.S. TRANSPORTATION COMMAND

Crowley Liner Services, Inc., Jacksonville, Fla., has been awarded a sole-source letter contract to obtain emergency port related services in Haiti. The contract has a not-to-exceed amount of $22,000,000. The contract is for services required to restore cargo delivery capability and support Haiti port operations at Port-au-Prince. Services include surveying damaged ports and beaches; establishment of beach landing operations; cargo lightering operations to establish a link between deep draft cargo vessels and beach landing facilities; warehousing; cargo consolidation; trucking; placement of docking barges with cranes to function as temporary piers and removal of various obstructions in the water, to include a large gantry crane. Work will be performed in Port-au-Prince, Haiti, and the performance period is from Jan. 16, 2010, to April 15, 2010. Process Under Attack

While our opponent and their supporters have begun attacking the U.S. Air Force and its KC-X Tanker draft Request for Proposal, we have chosen to work within the process and continue asking questions some of which are posted on the Federal Business Opportunities website.

In the past, this competition to replace America’s critical fleet of air refueling tankers has been fought very publicly. Our preference is to allow the process to play out rather than work the requirements through the media. We will talk about the KC-X tanker competition when we’re ready and when it’s appropriate.

Ultimately, the men and women who selflessly serve our nation deserve the very best. We believe that is an American designed and built, combat-ready tanker with max capability at lowest cost. That tanker is the Boeing KC-7A7.

Working Through the Process

Just wanted to comment on a Reuters story ("U.S. tanker aircraft rules spark concern in industry") that hit the wire last night. It describes "industry executives as starting to raise fundamental questions" about the U.S. Air Force's KC-X Tanker draft Request for Proposal released Sept. 25. If you've been following our blog, we've been very clear about how we’re approaching this. We continue to submit our draft RFP questions to the program office and see them answered at the Federal Business Opportunities website. Now, I don't know who the anonymous quotes were from, and it is not my concern to try and find out. (I can tell you it wasn't me.) I do know, however, that our competitors held a number of "on-background" briefings with reporters yesterday on the draft-RFP.

The bottom line is that the U.S. Air Force is running this tanker competition and both sides have to step forward and meet their mandatory requirements. We will continue to work through the process and look forward to offering a KC-7A7 combat-ready tanker featuring max capability at lowest cost for America.

Just Ask The Question

One of the main reasons we created UnitedStatesTanker.com and this blog was to provide some insight into a very critical acquisition effort to replace America's air refueling tanker fleet.

For those who've been following that newly-started KC-X competition, you know the U.S. Air Force released their draft Request for Proposal (RFP) Sept. 25. This document goes into detail about the 373 requirements that must be met to participate in the competition. It also describes how proposals will be scored and even what happens in case of a tie. Our United States Tanker team has spent a great deal of time studying the draft RFP. Remember this is the main document we'll be using to decide which member of our KC-7A7 'family of tankers' to offer, or whether to offer both.

But we can't just make decisions on what's written in the document alone. Our main focus as we drive toward some key internal decisions is clarity. We must clearly understand how the service's requirements are defined and prioritized, and how our proposal will be evaluated.

So how do we get those answers? Simple...just ask.

Any company seeking to compete to build the replacement for the KC-135 Stratotanker fleet can submit questions to the KC-X Tanker Program Office at Wright-Patterson Air Force Base, Dayton, Ohio, and have them answered online at the Federal Business Opportunities website.

We began submitting questions earlier this month and look forward to seeing the answers posted on the public website soon. While some of that Q&A may be administrative in nature, you might gain some interesting insight into how the process works by checking out the site. Feel free to tell us what you'd ask.

This contract includes options which, if exercised, would bring the cumulative value of the contract to an estimated $47,200,000. Work will be performed in Herndon, Va., and is expected to be completed by Aug. 2011. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities web site and the Space and Naval Warfare Systems Command E-commerce website, with seven offers received. The Space and Naval Warfare Systems Center, Charleston, S.C., is the contracting activity (N65236-08-D-5152).

ERAPSCO, Columbia City, Ind., is being awarded an $11,496,960 firm-fixed-price contract for AN/SSQ-101 sonobuoys and associated data. The AN/SSQ-101 sonobuoys are dropped from various airborne platforms and utilized for search and detection of submerged submarines. This contract includes options which, if exercised, would bring the cumulative value of this contract to $17,245,440. Work will be performed in DeLeon Springs, Fla., (66 percent) and Columbia City, Ind., (34 percent), and is expected to be completed by Aug. 2010. Conquistador Dorado JV,* Sanford, Fla., is being awarded an $11,195,000 firm-fixed-price contract for the Airfield Vegetation Conversion Project at Naval Air Station Key West, Fla. This project is for the design and construction of drainage and conveyance systems within the airfield area, removal of vegetation, clearing and grubbing of existing vegetation. This contract contains an option, which when exercised within 365 days, will bring the contract value to $21,769,000. Work will be performed in Key West, Fla., and is expected to be completed Aug. 2010. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with four offers received. Bell Boeing Joint Project Office, Amarillo, Texas, is being awarded a $10,399,123,179 modification to convert a previously awarded advance acquisition contract (N00019-07-C-0001) to a fixed-price-incentive-fee multiyear contract for the manufacture and delivery of 141 MV-22 (Marine variant) and 26 CV-22 (Air Force variant) tiltrotor aircraft, including associated rate tooling in support of production rates. Work will be performed in Ridley Park, Pa. (50 percent); Fort Worth, Texas (35 percent); and Amarillo, Texas (15 percent), and work is expected to be completed in Oct. 2014.
