Raytheon Awarded $152 Million for Patriot Engineering Services

TEWKSBURY, Mass., -- Raytheon Company (NYSE: RTN) was awarded a $152.4 million contract modification to provide engineering services for the Patriot Air and Missile Defense System.

This contract from the U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the second of four annual modifications to the original 2009 baseline contract for Patriot engineering services. Under the contract, Raytheon will continue to provide the latest upgrades and system capabilities through systems analysis, software and hardware engineering, and testing and logistics support to both U.S. and international Patriot customers.

"The engineering services program is the cornerstone of Raytheon's commitment to ensuring system performance and helping the Army achieve its goal of mission readiness," said Sanjay Kapoor, vice president for Patriot Programs at Raytheon Integrated Defense Systems (IDS). Work for this contract will be performed by Raytheon IDS at the Integrated Air Defense Center, Andover, Mass.; IDS Headquarters, Tewksbury, Mass.; the Warfighter Protection Center, Huntsville, Ala.; and the Mission Capability Verification Center, White Sands, N.M.

Rolls-Royce To Build New Engine Controls For OH-58D

The OH-58D Kiowa Warrior is the standard reconnaissance helicopter in use by the U.S. Army. As all Army Aviation it has seen a great deal of use in Iraq. Ultimately it will be replaced by the result of the current Armed Aerial Scout program. This replaced the failed Armed Reconnaissance Helicopter (ARH) program which was canceled in 2008. Due to this failure the Army must continue to invest money into the OH-58 to keep it fighting.

Rolls-Royce was awarded a contract to develop a new Full Authority Digital Engine Control (FADEC) for the aircraft. This system is one of the key components of the upgrades to the aircraft. No value for the contract was provided. FADEC systems are becoming common on helicopters and fixed wing aircraft and aid in managing fuel consumption and performance. Rolls-Royce manufactures the M250 engines for the Kiowa Warrior at their plant in Indianapolis.

Company to Design and Develop First Integrated Helicopter Crew Member Simulators

MCLEAN, Va. and SAN DIEGO, -- Science Applications International Corporation (SAIC) (NYSE: SAI) today announced that it was awarded a delivery order by the U.S. Army's Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) to develop the first integrated crew member simulators for CH-47 and UH-60 helicopters under the Non-rated Crew Member Manned Module (NCM3) program. The NCM3 simulators will integrate with the Army's Aviation Combined Arms Tactical Trainer (AVCATT) simulators. The contract has a 28 month base period of performance, a single option for a second variant, and a total value of more than $12 million if the option is exercised. Work will be performed primarily in Orlando, Fla. The delivery order was awarded under the second STRI (simulation, training and instrumentation) Omnibus Contract (STOC II).

PEO STRI's NCM3 program provides a collective training system to meet aviation crew member training requirements. The NCM3 is a transportable, multi-station, virtual simulation device designed to support individual, crew and collective training. Under the delivery order, SAIC will design, develop, integrate, test, deliver and maintain two mobile variants equipped with helicopter crew member simulator modules to support gunnery and crew coordination training.

"While prototype crew member simulators have been available, the cost-effective development of full-production integrated simulators for helicopter crew members is a first, enabling non-rated crew members to train on critical, coordinated tasks like gunnery, sling load and hoist operations with pilots," said Beverly Seay, SAIC senior vice president and business unit general manager. TEWKSBURY, Mass., Feb. 4, 2010 -- Raytheon Company (NYSE: RTN) has been awarded a $58.2 million contract for Patriot Guidance Enhanced Missile-Tactical, or GEM-T, missiles.

The U.S. Army Aviation and Missile Command (AAMCOM), Redstone Arsenal, Ala., issued the contract to upgrade 124 Patriot Advanced Capability-2 missiles to the configuration. This is a follow-on contract issued as part of AAMCOM's Patriot missile continuous technology refreshment program initiated in 2000.

"Patriot is combat proven and trusted by 12 nations around the globe, and the continuing upgrades speak to the critical role Patriot plays in those countries' air and missile defense capabilities," said Sanjay Kapoor, vice president for Patriot Programs at Raytheon Integrated Defense Systems (IDS).

The upgrades will improve performance against tactical ballistic and cruise missiles. In addition, select components will be replaced to extend the reliability and service life of the missiles.

RESULTS DEMONSTRATE LOW-COST, RAPID DEVELOPMENT OF AFFORDABLE PRECISION

MINNEAPOLIS, Dec. 1 /PRNewswire-FirstCall/ — Alliant Techsystems (NYSE: ATK) and Elbit Systems Ltd. (NASDAQ:ESLT) have successfully conducted flight tests of the Guided Advanced Tactical Rocket (GATR) from a U.S. Army rotary-wing helicopter: the OH-58D Kiowa Warrior.

The tests took place during a recent U.S. Army Aviation Applied Technology Directorate (AATD) demonstration, conducted at Eglin Air Force Base in Florida. GATR was fired from an OH-58D Kiowa Warrior helicopter using “lock-on before launch” to engage targets at ranges exceeding five kilometers. The multiple laser-designated guided test flights, launched from a standard 2.75-inch launcher, resulted in direct impacts on all targets. The pilot of the OH-58D was able to confirm lock-on of the GATR prior to launch.

Originally announced in July 2008, GATR benefits from a robust design, which combines combat-proven performance, a minimum smoke signature and the reliability of an ATK-produced propulsion system, similar to a system employed on millions of rockets produced for the United States Army. GATR contains a guidance and control system built with the experience of Elbit Systems’ heritage in high-performance laser seekers for the United States and international customers. It employs advanced acquisition, tracking and guidance algorithms to achieve one-meter accuracy against stationary and moving targets. In its tactical configuration, GATR will incorporate an Insensitive Munitions (IM) rocket motor and a family of IM warheads to include blast/fragmentation and penetration. GATR minimizes collateral damage, while providing stand-off deployment against a wide array of target sets.

GATR supports lock-on before or after launch as well as autonomous or remote laser designation. The system can be deployed against targets at ranges exceeding 8 kilometers from fixed and rotary-wing aircraft. It is compatible with existing 2.75″/70mm launcher hardware. GATR will be particularly effective in urban areas or against targets where a low collateral damage solution is required. Canada Buys CH-47 Helicopters

Canada awarded Boeing a contact for fifteen CH-47 helicopters. The contract has a value of over $1 billion and requires and equivalent amount of offsets in the Canadian economy. Boeing already is selling the latest version of the heavy lift helicopter so valuable in Afghanistan to the U.S. and Great Britain. Canada being the third most heavily involved country in that war will certainly be able to use them.

The aircraft will be delivered in either late 2013 or early 2014 as they fit in to the current production. Canada has been requiring significant offsets in their latest round of contracts and this favor many U.S. companies as they have either Canadian subsidiaries or already buy parts and support from that nation.

So far the Obama Administration has made little changes to the existing plans for U.S. Army aviation modernization with the UH-60M, UH-72A and CH-47F. The replacement of the Armed Reconnaissance Helicopter (ARH) original canceled contract is also on current path for continuation at this time.

In a way this is good news. If it had been a quality issue then it might delay restarting the production line as they worked out new procedures and where they had gone wrong. The other good thing is they discovered the damage before they were fielded. The CH-47 is being used a great deal in Afghanistan and Iraq, as are all Army aviation assets, but in Afghanistan it is key due to the high altitude which limit smaller helicopters.
