England Continues Contract Awards With Rolls-Royce Engine Maintenance

Over the last week or so the English Ministry of Defence has awarded several major contracts. Some of these like that for the new aircraft carriers are to continue the modernization of the U.K.’s armed forces. Late last week they announced one to maintain current capabilities. This was a ten year deal to Rolls-Royce to provide the logistics support for the Royal Air Force’s Typhoon fighter and attack aircraft. The contract could be worth over $1.5 billion in the end.
The Eurofighter Typhoon program has been very successful with sales to several European countries and Saudi Arabia. In England the biggest partner for the manufacturing is BAE Systems. There had been some talk due to their budget problems of the U.K. delaying their latest order but in the end they went through with it. The aircraft makes a substantial contribution to the U.K. aerospace industry.

Boeing Appreciates Congress

Recently 125 members of Congress wrote a letter that was sent to President Obama and released publicly to try and get the U.S government to take punitive actions against EADS and Airbus for receiving illegal subsidies. The World Trade Organization (WTO) supposedly has ruled on that a few months ago. The case is still ongoing with counter charges and reviews. Many in Congress who support Boeing feel that this should be taken into a account when the KC-X bids are reviewed. Although Northrop Grumman and EADS have threatened not to participate.
Boeing releases a statement about the letter and their appreciation for the Congress Members actions:
“Boeing is encouraged to see such strong bipartisan congressional support for U.S. action to end the illegal subsidies that European governments have for decades provided to Airbus at the expense of American industry and its workers.
“Despite an imminent final WTO ruling on illegal subsidies, Airbus appears poised to extend and continue the practice of using illegal subsidies for its new aircraft, the A350. This new plane directly targets America’s aerospace industry and the tens of thousands of workers who design and build aircraft in the United States.
“As stated in the congressional letter to the president, our government policies should not reward foreign governments or companies that benefit from illegal subsidies. We look forward to working with Congress to ensure this matter of principle and of important policy is enforced.”
EADS and others have made claims that Boeing through its military contracts over the last sixty years has received the equivalent of these subsidies themselves. That case is still pending at the WTO.
Of course the Defense Department needs two bids to efficiently carry out the competition so all this back-and-forth may ultimately have no effect.
AgustaWestland North America Awarded U.S. Navy Contract — Press Release

AgustaWestland North America Awarded U.S. Navy Contract
RESTON, Va., Nov. 17 /PRNewswire/ — AgustaWestland North America (AWNA) is pleased to announce that it was recently awarded a $17.35M U.S. Navy contract to provide depot level maintenance on three Egyptian Mk-2 variant H-3 helicopters. The contract provides full funding for this effort, which began in November 2008, and calls for complete refurbishment of the aircraft structure and all aircraft components. AWNA will also complete all safety checks to ensure the aircraft are flight ready.
Work will be carried out at the company’s 88,000 square foot maintenance repair and overhaul facility in Hagerstown, Maryland. Up to 20 new employees are expected to be added to the existing staff of 26 at Hagerstown Airport. All work on the H-3 helicopters is estimated to be completed in December of 2010.

EADS expands to China

EADS opened its Airbus assembly facility in China. This is to build A320 passenger aircraft. EADS is finishing these aircraft in China for two main reasons – market growth and costs. The aircraft will be used by Chinese airlines to serve the rapidly growing domestic market. Costs will be lowered by reducing shipping costs as many parts of the aircraft will be made in China. It is also probably due to the lower costs of making parts in China directly. It is also another example of the growth of globalization in the aerospace industry.

This article is a pretty good summary of the situation relative to the KC-45 tanker contract. The US Air Force and Congress have themselves to thank that Boeing did not get the contract. As I have previously stated, when you open a competition you might be surprised by the results. The consilidation in the US aerospace industry that has been going on since the 1990’s is also a factor. Industrial policy, like the article states, cannot and should not be part of an award such as this. If it is the services get criticized for sweet-heart deals that are bad for the taxpayer, re: the tanker lease.
