AIR FORCE

Infoscitex Corp., Waltham, Mass. (FA8650-12-D-6354), is being awarded a $46,900,000 indefinite-delivery/indefinite-quantity contract for research and development for the Human Measurement and Signatures Intelligence Program. The location of the performance is Dayton, Ohio (50 percent) and Wright-Patterson Air Force Base, Ohio (50 percent). Work is to be completed by Dec. 18, 2030. The AFRL/RQKHB, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

NAVY

BAE Systems San Diego Ship Repair, Inc., San Diego, Calif., was awarded, Aug. 8, a $36,825,375 modification to a previously awarded cost-plus-award-fee contract (N00024-11-C-4408) to definitize the USS John Paul Jones (DDG-53) fiscal 2012 Extended Selected Restricted Availability, including the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship’s military and technical capabilities. Work will be performed in San Diego, Calif., and is expected to be completed by September 2013. Contract funds in the amount of $36,825,375 will expire at the end of the current fiscal year. The Southwest Regional Maintenance Center, San Diego, Calif., is the contracting activity.

Science Applications International Corp., McLean, Va., is being awarded a $21,389,103 cost-plus-fixed-fee contract to provide technical expertise to the Network Integration Engineering Facility providing packaging, integration, environmental qualification design and testing, deployment, and life cycle support for command, control, communications, computers, and intelligence, electronic, and/or computer systems used by the Department of Defense and other agencies. The contract also provides for form-fit-function engineering, design and packaging of commercial-off-the-shelf and government-off-the-shelf products for military applications. This one-year contract includes two, one-year options, which, if exercised, would bring the cumulative value of this contract to an estimated $61,999,236. Work will be performed in San Diego, Calif., and is expected to be Aug. 8, 2013. Contract funds will not expire at the end of the current fiscal year. NAVMAR Applied Sciences Corp.*, Warminster, Pa., is being awarded a $19,999,611 firm-fixed-price, cost-plus-fixed-fee delivery order against a previously issued basic ordering agreement (N68335-10-G-0026) for a Phase III B Small Business Innovation Research project under topics N92-170 and N94-178 entitled “Laser Radar Identification Demonstration” and “Air Deployable Multi-Parameter Environmental Probe” respectfully. This order procures 127 Persistent Ground Surveillance Systems Gondola’s Gen 3.2, and the associated integration of the gondolas in support of forward operating bases throughout Afghanistan. Work will be performed in Jessup, Md., and is expected to be completed in August 2013. Contract funds in the amount of $7,626,102 will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J. is the contracting activity.

Data Link Solutions, Cedar Rapids, Iowa, is being awarded an $18,461,448 firm-fixed-price delivery order under a previously awarded contract (N00039-10-D-0031) for Multifunctional Information Distribution System-Low Volume Terminals (MIDS-LVT). The MIDS-LVT provides secure, high capacity, jam resistant, digital data and voice communications capability for Navy, Marine Corps, Air Force, and Army platforms. This delivery order combines purchases for the United States (33 percent) and, under the Foreign Military Sales Program, the governments of Saudi Arabia (38 percent), Finland (27 percent), and the Republic of Korea (3 percent). Work will be performed in Wayne, N.J. (50 percent), and Cedar Rapids, Iowa (50 percent), and is expected to be completed by Jan. 31, 2015. No contract funds will expire at the end of the current fiscal year. This contract was competitively procured under a multiple award contract (MAC) with two proposals solicited and two offers received via the SPAWAR E-commerce website. The synopsis was released via the Federal Business Opportunities website for the initial MAC awards. The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity.

ViaSat, Carlsbad, Calif., is being awarded an $18,050,312 firm-fixed-price delivery order under a previously awarded contract (N00039-10-D-0032) for Multifunctional Information Distribution System-Low Volume Terminals (MIDS-LVT). The MIDS-LVT provides secure, high capacity, jam resistant, digital data and voice communications capability for Navy, Marine Corps, Air Force, and Army platforms. Work will be performed in Carlsbad, Calif. (30 percent), and is expected to be completed by July 31, 2014. Contract funds in the amount of $402,756 will expire at the end of the current fiscal year. This contract was competitively procured under a multiple award contract (MAC) with two proposals solicited and two offers received via the SPAWAR E-commerce website. The synopsis was released via the Federal Business Opportunities website for the initial MAC awards. The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity.

Technology and Supply Management, L.L.C.*, Alexandria, Va., is being awarded a $12,997,152 firm-fixed-price task order under a previously issued basic order agreement (BOA) (N68335-12-G-0028) for 52 Persistant Ground Surveillance System operators at forward operating bases throughout Afghanistan for the U.S. Army. Work will be performed in Afghanistan (90 percent), and Yuma, Ariz. (10 percent), and is expected to be completed in December 2013. Contract funds in the amount of $12,997,152 will expire at the end of the current fiscal year. This contract was competitively procured via an electronic request for proposals to BOA holders; 16 companies were solicited and 10 offers were received. The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity.

Canadian Commercial Corp., Ontario, Canada, is being awarded a $7,801,555 firm fixed-price, indefinite-delivery/indefinite-quantity contract to refurbish TR-343 transducer tubes which are part of the AN/AQA-53C Hull Sonar Array Subsystem, AN/SQQ-89(V) ASW System, used on Spruance- and Arleigh Burke-class destroyers ,and Ticonderoga-class Navy cruisers. Work will be performed in Toronto, Canada, and is expected to be completed by July 2017. Contract funds will not expire at the end of the current fiscal year. Funds in the amount of $731,385 will be obligated at the time of contract award. This contract was competitively procured via the Federal Business Opportunities website, with five proposals received. The Naval Surface Warfare Center, Crane Division, Crane, Ind., is the contracting activity (N00164-12-D-GP49).

WASHINGTON HEADQUARTERS SERVICE

Muscogee Nation Business Enterprise Okmulgee, Okla., was awarded, July 31, a $7,408,581 firm-fixed-price contract to provide life support services to the Department of Defense Task Force for Business and Stability Operations in Afghanistan. These services will include basic necessities, complex security, and personnel security details for safe travel in the immediate region around the Herat and Helmand facilities. Work will be performed in Herat, Afghanistan, and Helmand, Afghanistan, with an estimated completion date of July 31, 2013. The bid was solicited through the Internet, with one bids received. Washington Headquarters Service is the contracting activity (HQ0034-12-C-0057).
