NAVY

Science Applications International Corp., Albuquerque, N.M. (N62583-12-D-0780), and Advanced Technology International, Anderson, S.C. (N62583-12-D-0781), are each being awarded an indefinite-delivery/indefinite-quantity multiple award contract for engineering services located worldwide. The maximum dollar value, including the base period and two option years, for all contracts combined is $45,000,000. The work to be performed provides for engineering services such as research, development, test and evaluation support, development of designs and concepts and prototypes, development of test plans, test data collection and analysis, project/program planning, project management, development and prototype of equipment/components with performance specifications and metrics for acquisition, preparation of technical reports and manuals, users training, requirement and acquisition documentation, administrative support, and assessment and analytical services. Lockheed Martin Logistic Services, Inc., Greenville, S.C., is being awarded a $44,648,529 indefinite-delivery/indefinite-quantity contract for prototyping, non-recurring engineering, fabrication, installation, integration, testing, debugging, technical support services, documentation, and maintenance of aircraft avionics systems, ground systems, and laboratory electronic and electromechanical equipment for presidential helicopter and executive transport programs. These efforts are in support of the Naval Air Warfare Center Aircraft Division’s Avionics Architecture and Systems Engineering Division (AIR-4.5.1). Work will be performed in Patuxent River, Md., and is expected to be completed in June 2017. No funding is being obligated at time of award. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity (N00421-12-D-0008).

Dck-Ecc Pacific Guam, L.L.C., Harmon, Guam, is being awarded $30,047,253 for firm-fixed-price task order JQ01 under a previously awarded multiple award construction contract (N62742-10-D-1308) for the construction of an Air Freight Terminal Complex at Andersen Air Force Base. The work to be performed is a design-bid-build project intended to construct a new Air Freight Terminal Complex and to construct an addition and alteration to Building 19020 with demolition of Building 19028. Work will be performed in Yigo, Guam, and is expected to be completed by May 2014. Contract funds will not expire at the end of the current fiscal year. Bell Boeing Joint Project Office, Amarillo, Texas, is being awarded a $23,865,065 firm-fixed-price contract for the procurement of eight V-22 Block A to B 50 - 60 series upgrade kits. Work will be performed in Philadelphia, Pa. (80 percent), and Fort Worth, Texas (20 percent), and is expected to be completed in June 2014. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. Shaw Environmental and Infrastructure, Inc., San Diego, Calif., is being awarded a $19,783,334 modification under a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N62473-10-D-4009) to exercise option two for environmental services (containerized solid waste, site assessment and remediation, industrial waste/oily waste management) for the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR). The total contract amount after exercise of this option will be $63,092,311. Work will be performed in the NAVFAC Southwest AOR, and is expected to be completed by June 2013. Contract funds in the amount of $6,760,609 are obligated on this award and will not expire at the end of the current fiscal year. FLIR Systems, Inc., Wilsonville, Ore., is being awarded a $12,291,223 firm-fixed-price contract for procurement of AN/AAQ-22E BRITE Star Block II Systems and engineering services. This acquisition is for production quantity of 11 AN/AAQ-22E BRITE Star Block II Systems; engineering services; three turret forward-looking infrared units; and two central electronic units that will provide intelligence, surveillance and reconnaissance, detection, identification and targeting capability in day/night operations for both manned and unmanned platforms. Work will be performed in Wilsonville, Ore., and is expected to complete in June 2013. Contract funds in the amount of $6,030,404 will expire at the end of the current fiscal year. This contract was not competitively procured. FLIR Systems is the only vendor that can provide the AN/AAQ-22E BRITE Star Block II Systems in time to meet the government-required schedule to provide these systems as government furnished material. The Naval Surface Warfare Center, Crane Division, Crane, Ind., is the contracting activity (N00164-12-C-JQ09).

Virtexco Corp., Norfolk, Va., is being awarded $12,170,505 for firm-fixed-price task order 0007 under a previously awarded multiple award construction contract (N40085-09-D-5033) for construction repairs to the Tri-Service School of Music at Joint Expeditionary Base Little Creek-Fort Story. The work to be performed provides for construction to renovate and modernize the current substandard School of Music with energy efficient upgrades. In addition, this project will provide code-compliant renovations necessary to allow Snug Harbor to be used as an interim facility during the upgrades and repairs. Work will be performed in Virginia Beach, Va., and is expected to be completed by February 2014. Contract funds in the amount of $12,170,505 are obligated on this award and will expire at the end of the current fiscal year. Four proposals were received for this task order. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity.

Simmonds Precision Products, doing business as Goodrich Corp., Sensors and Integrated Systems, Vergennes, Vt., is being awarded a $9,568,407 firm-fixed-price contract for the procurement of 120 various Integrated Mechanical Diagnostic System kits in support of the MH-60R/S helicopters for the Navy and the government of Australia under the Foreign Military Sales Program. These kits include 11 retrofit kits and one Delta retrofit kit for the Navy; 24 Troy kits for the government of Australia; 42 integrated vehicle health management units and data transfer units (18 for Navy; 24 for government of Australia); and 42 production kits (18 for Navy; 24 for government of Australia). Work will be performed in Vergennes, Vt., and is expected to be completed in March 2014. This contract was not competitively procured pursuant to FAR 6.302-1. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-12-C-2015).

AIR FORCE

Northrop Grumman Space Technology, Clearfield, Utah, is being awarded a $44,960,691 cost-plus-award-fee and some firm-fixed-price contract for sustainment for the Minuteman Missile System. The location of the performance is Clearfield, Utah. Work is to be completed by March 30, 2016. AFNWC/PKME, Hill Air Force Base, Utah, is the contracting activity (F42610-98-C-0001).

Raytheon Space and Airborne Systems, McKinney, Texas, is being awarded an $8,517,233 basic and $8,400,905 option firm-fixed-price contract to procure Multi-Spectral Targeting System B image equation upgrade, rotable spares and tooling. The location of the performance is McKinney, Texas. Work is to be completed by May 31, 2014. ACS/WIIK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-11-G-4050 0001).
