Flat U.S. Defense Budget Through Congress

The U.S. Congress completed work on the defense budget with the Senate voting to accept the current bill and send it to President Obama who is expected despite his various blusters on vetoes to sign it. The bill contains $662 billion in funding for the Defense Department and its services.

This actually represents a decline in spending compared to the FY11 budget. The total is $27 billion below the President’s request and $43 billion less then the 2011 budget which itself was a slight increase on FY10. Of course a good deal of the difference is due to the fact that operations in Iraq are almost over requiring a great deal less funding then before. The fighting in Afghanistan remains funded.

The budget continues most major programs and all of the fighting was over parts of the language in the bill. These include a new controversial detainee policy and a change to the Universal Code of Military Justice (UCMJ) to remove language due to the end of “Don’t Ask, Don’t Tell”. In the final bill the detainee provisions were left in and the UCMJ not changed.

Now that defense is done the Congress is trying to complete an Omnibus spending bill for the remaining parts of the executive branch worth about $1 trillion. This needs to be done by midnight tonight to avoid a Government shutdown.
