PM J-AIT Awards AIT-IV Contract to Five Vendors
Newington, VA, 31 July, 2009 – The US Army Product Manager for Joint-Automatic Identification Technology (PM J-AIT), a part of the Program Executive Office, Enterprise Information Systems (PEO EIS) at Fort Belvoir, VA, is pleased to announce the award of the Automatic Identification Technology (AIT)-IV Indefinite Delivery, Indefinite Quantity (IDIQ) contracts to the following contractors: GTSI Corp., Intermec Technologies Corp., Northrop Grumman Information Technology, CDO Technologies Inc., and Lowry Holding Company, Inc. (doing business as Lowry Computer Products).
“This is an important milestone in that with the award of AIT-IV, all the single award IDIQ contracts managed under PM J-AIT have migrated to multi-vendor IDIQ contracts” stated Lt. Col. Cary Ferguson, PM J-AIT. “The AIT-IV contract provides an opportunity for more companies to provide DoD and Federal agencies best-value solutions at competitive prices across the globe. We look forward to working with the AIT-IV contractors.”
This is a Firm Fixed Price IDIQ contract for Commercial AIT hardware, software, and services. The contract has a ceiling value of $418.52 million. The term of the contract is nine years consisting of a three-year base period; and one two-year option for ordering products, services and maintenance; and one four-year option for maintenance only. In addition, the AIT-IV program will offer site surveys, installation, integration, implementation and training for turn-key AIT solutions to DoD, US Coast Guard, NATO, Federal Agencies, Coalition Partners, and other Foreign Military Sales (FMS). PM J-AIT is the DoD AIT and Radio Frequency Identification (RFID) leader providing global asset tracking, Web-based Radio Frequency In-Transit Visibility (RF-ITV) services, and complete program life cycle support. PM J-AIT serves as the Executive Agent for the RF-ITV infrastructure to DoD and Coalition Partners in support of expeditionary logistics and the Joint Warfighter. Defense budget cuts favor independents

BERLIN, July 31 (UPI) -- Cuts in defense budgets over the next few years in the wake of the recession are worrying major contractors across Europe. But the pressure to save on costs allied with the increasingly complex and fragmented nature of the security threats facing the world today could favor the growth of smaller independent technology service companies operating alongside major military equipment manufacturers or working directly with government defense agencies.

9 billion euro contract for 112 Eurofighter Typhoons signed
NETMA (NATO Eurofighter and Tornado Management Agency), Eurofighter Jagdflugzeug GmbH and EUROJET Turbo GmbH signed today the production contract for a further 112 aircraft, including 241 engines, for the four partner Nations: Germany, Italy, Spain and the United Kingdom.
The Tranche 3.9 billion contract confirms Eurofighter Typhoon as the best selling defence aircraft on the market with 559 units under production contract, including 15 for Austria and 72 for Saudi Arabia.
Eurofighter Jagdflugzeug GmbH CEO Enzo Casolini commented: “This is a major achievement in the Eurofighter programme and serves to reaffirm the importance and the independence of the defence sector of the European industry. The agreement, achieved in conjunction with NETMA and the four Nations involved in the programme, will provide the Air Forces with the best asset available to address their requirements for both air-to-air and air-to-ground roles”.
EUROJET Managing Director Hartmut J. Tenter commented: “This is an outstanding success for the EUROJET programme and a clear signal to the international community endorsing the quality of the product. The EJ200 stands for leading-edge technology, including advanced integrated Health Monitoring to deliver class-leading reliability, maintainability and Through Life Cost—the benchmark of excellence”.
NETMA’s General Manager, Lt.Gen. Antonino Altorio remarked that “the capabilities of Tranche 3 aircraft consolidate the already excellent performances of Tranche 1 and 2 aircraft and will enable the Air Forces to carry out primary air defence in NATO missions as well as maintaining air superiority in theatres of operations and, if necessary, providing support in the air-to-ground role. This contract sets the baseline for consequent contracts for logistic support which is fundamental to keeping fleets available while reducing, significantly, the cost of in-service support”.
Today the Eurofighter programme not only represents the largest European industrial programme, supporting 100,000 jobs in 400 companies across Europe, but it is also the most advanced example of technology within the European industry base. It sets the standard in terms of best value for a new generation defence aircraft programme.
With the production of Eurofighter Typhoon, now being confirmed until well into the next decade, the future of the programme is assured and will maintain and develop the current technological capability in Europe, enhancing future export opportunities and giving the four partner Nations a significant return on their investments. Having already secured two export contracts with Austria in 2003 and the Kingdom of Saudi Arabia in 2007, Eurofighter Typhoon will continue to follow up all export opportunities.

BAE Reports Loss For Most Recent Quarter

BAE Systems reported its most recent quarterly results and had a loss of just over $135 million. The same quarter last year saw profits of over $800 million. The English company was hit badly by a downturn in the U.S. market for Mine Resistant Ambush Protected (MRAP) vehicles as the contracts for those vehicles needed in Iraq ended. Oshkosh was able to win the new MRAP-ATV contract that will supply lighter, more maneuverable vehicle to be used in Afghanistan.
BAE like all of the other major defense contractors is looking askance at the future Obama budgets. It has a role to play in the F-22 and Future Combat Systems (FCS) programs ended in the 2010 budget. This is revenue that may not be made up with new contracts. The company does support the F-35 JSF as well which will see an acceleration if plans are carried out.
There may also be a future blow back against the non-U.S. companies politically if the defense budget does decline severely in the next few years. The limited work might be directed to those remaining big contractors that are home based. BAE has made efforts to expand into the market through acquisition of U.S. companies and capabiliites so that might cushion any blows.
Earnings have been mixed this quarter and the results in nine to twelve months will tell the real story of how the defense market is falling out.
