Army awards contract to upgrade explosives plant managed by Alliant

The Army gave Alliant Techsystems a $29 M contract to upgrade the ammunition plant in Radford, VA. See Forbes.com for more. Alliant is paid by the Army to manage the plant, and this contract will modernize the facility. In many contracts, even big ones, the DoD will provide the facility to the contractor to use to produce the product. This is not as common since the big drawdown of the Nineties, but from 1945 - 1995 this was done quite often.
